Meet Chester County's New Environmental & Energy Advisory Board Members

Chester County is pleased to welcome two new members to its Environmental and Energy Advisory Board (EEAB) — Richard "Rick" Moseley and Liudmila "Mila" Carter.

Moseley

Rick Moseley joins the EEAB as a Citizen Representative. A seven-year Chester County resident, Rick lives with his family in Camphill Village Kimberton Hills. As the Co-Founder and CEO of PowerGreen Capital Corp, Rick brings experience in financing clean energy to the board.

With strong values of conservation and protection, Rick is passionate about contributing his expertise to support the county's sustainability goals. His company supports the transition to renewable energy by financing clean energy projects at local, regional, and national levels.

He's also very involved with his community. Rick was an early volunteer on the West Vincent Clean Energy Transition Team, serves on the board of Partners Creating Community, regularly joins the West Vincent Litter Lifters in clean up events, and previously coached youth soccer.

"I expect to learn a great deal about the county-level, on-the-ground challenges of balancing environmental conservation with the demands for growth and for energy," he says.

Carter

Mila Carter joins the EEAB as a representative of the Chester County Municipal Managers' Consortium. She currently serves as the Manager of Westtown Township, where she's been involved with various aspects of environmental planning.

As a Chester County resident for the past decade, Mila has played a key role in initiatives like the township's Comprehensive Plan, Master Park Plan and improvements, zoning amendments, and MS4 (Municipal Separate Storm Sewer System) related initiatives. She also contributed to the successful acquisition and protection of the Crebilly Farm.

"I'm interested in the work the Environmental and Energy Advisory Board has taken on to continue with the county's efforts for protection of natural resources and clean energy initiatives," she notes. "I would like to be involved in the discussions on specific incentives and regulatory provisions that can be beneficial to implement these efforts."
