2023 Non-residential Construction Report Released

Each year the Chester County Planning Commission prepares a Non-residential Construction Report based on the number of new non-residential square feet added to the county in the areas of agricultural, commercial, industrial, and institutional projects. CCPC's Senior Housing and Economic Planner, Libby Horwitz, recently presented the results of the 2023 report.

Chester County saw a drop in non-residential construction in 2023 at 915,348 square feet, but despite this decline, the number of projects remained one of the highest compared to the last five years (2019-2023). There were a total of 44 projects in 2023, with commercial and institutional leading the way.

East Whiteland, London Grove, and West Goshen Townships had the greatest overall amount of new non-residential construction in 2023, while East Vincent, West Goshen, and Tredyffrin Townships had the highest cumulative amount of non-residential construction overall since 2016.

In 2023, the municipalities with the most commercial construction included London Grove, West Goshen, and East Whiteland Townships; Industrial included West Goshen, London Grove, and New Garden; Institutional included East Whiteland and Charlestown Townships, as well as Kennett Square Borough; and when it comes to agricultural development, Elk led the way with West Fallowfield Township following.

Within these areas there were 22 commercial, 12 institutional, 8 industrial, and 2 agricultural projects. Elk Township's Kaolin Re Holdings Corporation topped the list of projects in 2023 at 199,980 square feet (agricultural), with East Whiteland Township's GVSD New 5/6 Center and Charlestown Township's Devault Maintenance Facility and parking second and third largest (institutional).
