Chester County's Vision Partnership Program — 2022 Round 1 Recipients

Congratulations to the county's Vision Partnership Program (VPP) Round 1 award recipients for the 2022 program, including three cash grants to the municipalities of Downingtown Borough, West Caln Township, and Upper Uwchlan Township!
At a May 11 meeting, Community Planning Division Director Bill Deguffroy presented the Round 1 applications to the Chester County Planning Commission, which then approved the awards.
Of the recipients, Downingtown Borough requested $45,000 for an update of their comprehensive plan, which was last updated in 2013 and amended in 2015. Their request was met with a 50% municipal match of $45,000 for a total project cost of $90,000.
West Caln Township's VPP funds of $36,972 will contribute to their $45,188 for the update and overhaul of the township's 2006 Zoning Ordinance — for a total project cost of $82,115. This initiative will make the ordinance more user friendly and help implement their recently adopted Comprehensive Plan (2021). The township has selected a project team of Sarcinello Planning and Ray Ott & Associates.
In Upper Uwchlan Township, $30,000 in VPP funds was awarded to help identify priority recommendations and implementation strategies in order to create a more complete active transportation network. 
Upon completion, the township will have a clear and specific roadmap for achieving its vision for a connected network of active transportation facilities. The township will contribute $40,000 for a total project cost of $70,000. McMahon Associates will serve as the lead project consultant with support from the Brandywine Conservancy.
The VPP is a grant available to Chester County municipalities and multi-municipal groups seeking to improve their planning programs while achieving consistency with and implementation of the goals, objectives, recommendations, and map of Landscapes3.
